Usually, a federation is divided into two levels.
1) There is more than one level of government in the federal kind of set-up. It is a system of government in which power is shared between a significant power or central government and different constituent units of a country.
2) Generally, there are two tiers of government in a federation. One level of the government for the entire functioning and operation of the country usually deals with subjects of common national interest.
3) The second tier is the government that functions at the provincial or state level and looks after matters of state interest. In India, the third tier of government is administered at the local level.
