Detailed Solution

Uttar Pradesh and Punjab are the leading producers of wheat in India. Wheat is an example of a rabi crop and cultivation of such kinds of crops takes place in the winter season which means these crops require less rainfall and heat for proper cultivation. Rabi crops, just like wheat, receive rainfall from western temperate cyclones which cause rainfall in some parts of India during winter. And the places like Uttar Pradesh and Punjab receive an adequate amount of rainfall which makes the cultivation of wheat possible there, and the temperature is also ideal for the production. While the areas of West Bengal receive less rainfall and result in less production of wheat.
