Swargadeo is the term given to the King. A governmental structure that was relatively new to the inhabitants of this country was introduced by the Ahoms. A council of ministers and a large council of nobles and state officials were in place to provide general advice to the king in all areas of paramount importance to the nation. It was a form of hereditary monarchy. The king, or Swargadeo, served as both the highest head of state and the head of the government in the Ahom administrative system. Over all of his subjects, the king exercised absolute power. The Ahom people were organised into khels, or clans. Usually, a Khel was in charge of numerous villages. The village community gave the peasant land, and even the king could not take it away without the community's permission.
