Given that,
Speed of water

= 15 km / hr

Diameter of pipe

= 14 c m

= 14100 m

(1m=100cm)
Length of cuboidal pond = 50 m
Width of cuboidal pond

= 40

m
Radius of the pipe

= 142 = 7 c m

= 0.07 m

(1m=100cm)
We have the following formulae,
Volume of water flowing out the pipe in 1 hour

= π r 2 h

Volume of cuboidal pond

= l b h

In one hour, water travelled=15km=15000m (1km=1000m)
Considering the level of water in the pond rises by

21 c m

21100

m in t hours, (1m=100cm)
The volume of water flowing out the pipe in 1 hour,

= (22 / 7) × 0.07 × 0.07 × 15000

= 231 m 3

Then, the volume of water flowing out of the pipe in t hours will be,

= 231 × t = 231 tm 3

The volume of water in cuboidal pond will be,

= 50 × 44 × (21100)

= 462 m 3

The volume of water flowing out of pipe in t hours will be the same as the volume of water in the cuboidal pond, therefore,

231 t = 462

t = 2

Thus the required time is 2 hours and the level of water in the pond rise by 21 cm.
Therefore the correct option is 2.
