The force of friction exerted by the floor will be -200 N.
 Frictional force:
Friction is the force that resists movement when the surface of an object comes in connection with the surface of another.
200 N is applied to the cabinet with the intention of moving it but it does not move, this tells us that the net force on the cabinet is zero, so for the net force to be zero, an external force of 200 N is applied to the cabinet in the opposite direction. Thus, the frictional force exerted by the floor is equal to and opposite to the direction of the applied force which is -200 N.
