The Directive Principles of State Policy are guidelines for how the government should run the country to achieve social and economic justice and build a welfare state.

  • They are contained in Part IV (Articles 36–51) of the Indian Constitution.
  • They tell the legislature and executive what goals to pursue—e.g., reducing inequality, providing work and education, promoting health, protecting the environment, supporting village panchayats, ensuring equal pay for equal work, humane working conditions, and improved nutrition.

Are they justiciable?

  • No. DPSPs are non-justiciable—you cannot go to court to enforce them directly. Courts won’t issue a writ just because a DPSP is not implemented.

So why are DPSPs important?

  • Policy compass: They give the government a roadmap for laws, budgets, and schemes (e.g., legal aid, equal pay, midday meals/nutrition, panchayati raj, environmental protection).
  • Democratic accountability: Even if not enforceable in court, citizens can hold governments accountable through elections, debates, and public scrutiny for progress on these goals.
  • Judicial interpretation: Courts often use DPSPs to interpret Fundamental Rights and to uphold welfare legislation, promoting harmony between Part III (Fundamental Rights) and Part IV (DPSP).
  • Nation-building: They push the State towards equity, dignity, and opportunity, complementing enforceable rights with positive duties on the government.

 DPSP = Part IV (Arts. 36–51), non-justiciable guidelines directing the State to build a welfare, just, and equitable society; they guide policy, inform court interpretation, and shape long-term development.
