Union, State & Concurrent are the three lists through which powers are divided between the Central and state governments in India.
The practice of federalism in India rests on the division of power. The Constitution provides for two levels of government and also divides the powers between them. This has been done through three lists. They are called the Union List, the State List, and the Concurrent List. The Union List contains subjects which are of utmost national importance and can't be handed over to small units. The State List has subjects which are of local importance and can be handled separately by the constituent units. The Concurrent List contains certain matters on which both levels of government can make laws.
