Detailed Solution

French speakers were a minority, but they were prosperous and Dutch speakers received benefits of economic progress quite late, causing tensions between the two main linguistic communities in Belgium.
Dutch speakers mainly lived in the Flemish region, comprised 59% of the population, whereas French speakers formed 40% of the population. The minority French community was relatively more powerful and prosperous. This wasn't welcomed by the majority Dutch community, who hadn't received the benefits of economic progress and educational opportunities earlier. Thus, the 1950s and 60s saw tensions brewing between these two communities.
