Khadi cloth was generally more expensive than mass-produced mill cloth, making it unaffordable for the poor. The boycott of British institutions also created issues. Alternative Indian institutionsmusto be established to be used in place of the British ones for the movement to succeed. These emerged gradually. As a result, students and teachers slowly started returning to public schools, and lawyers started working again in government courts.
