The Rowlatt Act 1919 proposed the detention of political prisoners without trial.
The Imperial Legislative Council, British India's legislature, passed the Rowlatt Acts in February 1919. The Act permitted the detention of suspects without a trial and prosecution of some political crimes without juries. However, the Act was based on the 1918 report of the committee headed by Justice S.A.T. Rowlatt. Indians were highly offended by the Rowlatt Act. The council's non-official Indian members voted against the measures. Mahatma Gandhi's protest campaign ultimately resulted in the Amritsar Massacre (April 1919) and his Non-cooperation movement (1920–1922). Eventually, the laws were never actually put into effect.
