The term 'Rule of Law' means that everyone is equal before the law, and none has the right to disobey it under any circumstances.
It says that punishment will be given to anyone who fails to obey the law irrespective of class, caste, profession, religion, gender, etc. It was initially not known to us, but the ill-treatment of Indians by the British courts and discriminatory justice provided to the people of India under colonial rule convinced our nationalists that there must be a law that defines that everyone is equal before the law.
