“Citoyen” means citizen.
The French revolutionaries implemented many practices and regulations right away that may help the French people develop a feeling of national identity. Hence, emphasis was placed on the idea of a unified society with equally protected rights secured by a constitution by the concepts of "the fatherland" and "the citizen." Thus all French men and women were referred to as Citoyen and Citoyenne instead of the customary Monsieur (Sir) and Madame (Madam) from the beginning of the terrible reign of terror. It was due to the regime of Maximilien Robespierre's desire to practice equality through speech and address while in power from 1793 to 1794 in France. However, this period is often known as the reign of terror.
