An ordinance is a law declared by the President after recommendation from the Union Cabinet.
Usually in India law-making follows a sequential process of first having a parliament session, then discussing the bill, after that it gets approval from both the houses of parliament and finally it's signed by the President of India and then only it becomes a law. However, sometimes when Parliament session is not there and there is a need for some immediate laws to be made, then on the recommendation of the Union Cabinet the President of India can enact a law. For example, imposing a nationwide lockdown during an epidemic in the country or making immediate rules.
