Buffer stock is Surplus food grain produced by farmers who store them in government-owned granaries. The FCI purchases food grains, mainly rice and wheat, from the farmers of areas where production is surplus. These grains are stored in buffer stock. It used to provide food to the poorer strata of the society through the ration or fair price shops that provide essential food grains at a price lower than the market price. This price is called Issue Price. The buffer stock is also utilised in the deficit regions to provide them with food.
