Key characteristics:

On-demand self-service: users can provision computing capabilities as needed without human-interaction with provider.
Broad network access: resources are available over network and accessed through standard mechanisms.
Resource pooling: provider’s computing resources serve multiple customers.
Rapid elasticity: resources can scale up/down quickly.
Measured service: usage is monitored, controlled, reported, and billed accordingly.

Benefits: no upfront hardware investment, reduced maintenance, high scalability, global reach, easier collaboration and remote access. Risks/considerations: security, data privacy, dependency on provider, network latency and compliance/regulation.
