In Tsarist Russia, parliament was known as the Duma. During the 1905 Revolution, the Tsar approved the formation of an elected Consultative Parliament or Duma. Shortly after the transition, many unions and industry committees were made up of factory workers. After 1905, many committees and unions operated illegally, as declared illegal. Strict restrictions were placed on political activities. The Tsar destroyed the first Duma within 75 days, and the second Duma was re-elected within three months. He did not want any doubt about his authority or the reduction of his power. So he changed the voting rules and packed a third Duma with old-fashioned politicians. Liberals and rebels were barred from the outside.
