Detailed Solution

Shifting cultivation is a way in which cultivation on land is done, and then the land is abandoned. Shifting cultivation has been banned as its practice mainly harms the forests. Usually, forests are burnt to make way for new farmland, leading to uncontrollable forest fires. They realised that the land used for farming every few years could not grow trees for railway wood. When a forest was burned, there was an additional risk of flames spreading and precious wood burning. Shifting cultivation also made it difficult for the government to calculate taxes. So the government decided to ban it.
