The term "suffrage" refers to the right to vote. However, equality before the law did not always imply universal suffrage. When the first political experiment of liberal democracy was marked in Revolutionary France, the right to vote (suffrage) was only granted to property-owning men. Women, landless men, and formerly enslaved people were denied these rights because they were considered second-class citizens. Only during the Jacobin period were all adult males granted suffrage. However, when the Napoleonic Code was implemented, all rights were restored to limited suffrage. Women, labourers, and non-propertied men fought for equal voting and civil rights in the nineteenth and early twentieth centuries.
