When blood pressure is excessively high, it is called hypertension. Diastolic pressure (the lowest pressure when the heart is resting between beats) of 90 to 99 or systolic pressure (the highest pressure when the heart beats) of 140 to 159 is considered stage 1 high blood pressure. 

Stage 1 hypertension is a classification of high blood pressure, according to the American Heart Association (AHA) guidelines. It is defined as a systolic blood pressure (the top number) between 130 and 139 mm Hg or a diastolic blood pressure (the bottom number) between 80 and 89 mm Hg.
