In a federation, it is necessary to have two or more tiers or levels of government.
The different levels of government in a federation work independently without much interference from each other. In a federal govenrment, the state governments do not act as subordinates to the Central government. They work within their jurisdiction without being apprehensive of being disturbed by other levels of government. Each level of government gets its power and authority from the Constitution. The Constitution reserves certain subjects for each of these levels. Only the said level of the government can make laws on these subjects.
