The third tier of the government in rural India is known as Panchayat.
In 1992, a step towards decentralisation was taken. The 73rd Constitutional Amendment introduced the Panchayati Raj institutions. It divided the powers between the centre, state, and local governments. This step was taken to ensure the proper participation of citizens in decision-making. People at the local level better understand the issues and problems in their area. This type of third-tier government is known as local-self government. Panchayats were set up in rural areas by the local government. Elections were made mandatory to elect members of the Panchayat. One-third of seats were also reserved for Women, Scheduled castes, Scheduled tribes, and Other backward classes. This was done to ensure the proper participation of everyone in the decision-making in rural areas.
