This is because a gold leaf electroscope is a device used to detect the presence of electric charge on a body and its relative amount.So, a gold leaf electroscope decreases when opposite charge increase which means that the glass rod has a negative charge. Therefore a gold leaf electroscope can be charged positively by touching a charged glass rod to its cap. Hence, when the glass rod is rubbed with silk then the silk remove all electrons from the glass rod and leaves a positive charge.
