Detailed Solution

In Belgium, the minority French community was comparatively rich and powerful. The Dutch community felt resentment as the French-speaking community was the beneficiary of economic development and educational posts. These circumstances build up the conflicting aura between both communities. Such events led to communal tension during the 1950s and 1960s. However, Brussels faced comparatively acute problems as it had only one problem. The Dutch-speaking people were a minority in Brussels and the majority in the country. However, the constitution guaranteed equality later after the amendments. Due to the guidelines of an equality-based system, communal tension escalated immediately. Due to a change in government structure to federalism, the division of Belgium was prevented.
