Utility and value both make an object or substance a resource. A substance or a thing which is of any use to us can be termed a resource. It does not matter what type of resource or what value it has. Any resource which has utility and some value to us is a resource. Natural resources like minerals and fossil fuels are one kind of reserve, while biotic and abiotic reserves form another kind. Several man-made resources refer to the different resources obtained from natural resources and modified to give rise to another form of resource. Resources, apart from utility, have some value. This might be economical as in the case of fossil fuels or aesthetic as in beautiful scenery. A resource with some monetary value is termed a commercial resource.
