Many company officials thought of changing the revenue system because there was no benefit for them. They believed that to meet the company's rising expenses and revenue couldn't be fixed permanently. After that, in 1822, Holt Mackenzie introduced a new system in the north-western provinces of the Bengal Presidency, which came to be known as the Mahalwari settlement. In this settlement, collectors went to villages to inspect the land, measure fields, and record different groups and their rights and customs. Each village had to pay according to the estimated revenue of each plot, which was added to the revenue calculation. The revenue villages had to pay was not fixed and would change periodically. This time, the duty to collect revenue was not given to the zamindars; instead, it was given to the village headman.
