MgCl2+2NH3+2H2O  Mg(OH)2(s)+2NH4Cl Mg(OH)2(s)Mg2++2OH

(NH4)2SO4  is acidic so it will dissolve Mg(OH)2  solid which is formed in mix. When  all   Mg(OH)2 will re-dissolve the conc. of  Mg2+  ions in the final solution will become  equal to its initial conc.
[NH3]  in mix initially= 0.70×0.21.0=0.14M
[Mg2+]  in mix initially= 0.30×0.21.0=0.06M
When  [Mg2+]=0.06   [OH]=KSP[Mg2+]=6×10120.66=105M
 
For  NH3,   Kb=[NH4+][OH][NH3][NH4+]=Kb[NH3][OH]

[NH4+]=2×104×0.14105=0.28M Mole  of[NH4]2SO4needed=0.282=0.14 Mass  of[NH4]2SO4=132×0.14   =18.48g
