The Gandhi-Irwin Pact was established on March 5, 1931. It was a political agreement between Mahatma Gandhi and the then-Viceroy of India, Lord Irwin, before the Second Layer of the London Conference. The Indian National Congress outlawed civil disobedience. And The following principles were incorporated into the treaty: All political prisoners who had not been convicted of felony criminal mischief were to be released as soon as possible. The right to create salt for use was provided to coastal settlements; Congress would halt the Civil Disobedience Movement and join the Round Table Conference, and a nonviolent variety of outdoor apparel and liquor establishments were tolerated.
