Milosevic was a Serb nationalist leader who believed that the country of Yugoslavia had to be dominated by the majority of Serbs. He won the popular election and used state power to massacre the minority Albanian population in the province of Kosovo. Since the situation had spiralled into a humanitarian crisis, many countries intervened in the matter and threatened the Milosevic government.
