Mahajanapadas were ruled by both monarchs and republicans. The two governing systems that existed were monarchical and republican (non-monarchical). Mahajanapada's monarchical states were Anga, Magadha, Kashi, Kosala, Vatsa, Chedi, Shursena, Matsya, Avanti, and Gandhara. A hereditary system governed these states. Vajji, Malla, Kuru, Panchala, Kamboja, Shakya (Kapilavastu), Koliyas (Ramagrama), and Moriya were the republican states (Pipplivana). The four states of Magadha, Kosala, Vatsa, and Avanti had a long history of conflict.
