The colonialists imposed a grazing tax on the pastoralists.
The prime sources of revenue for colonialists were the revenue they extracted from the land, water, transport, salt, animals, etc. Similarly, to expand their tax collection, they introduced a tax to be paid by the pastoralist on every animal they grazed on the pasture land. The grazing land was under the government, which issued the passes for the traders to enter the tracts. The passes contained the number of cattle heads a pastoralist had and the tax he needed to pay. So this became a general tax extracting source, and the government started collecting taxes directly from the pastoralists over time.
