Nagaram was an assembly of merchants. Numerous regional assemblies are mentioned in the Pallava inscriptions. They were the Sabha, Ur and Nagaram. Sabha was a gathering of brahmin landowners. Subcommittees in this assembly handled tasks like irrigation, farming, building roads, maintaining local temples, etc.
In regions with non-Brahman landowners, the ur was a village assembly. And the nagaram was a group of merchants. Wealthy and influential landowners and businessmen probably governed these assemblies. Many of these local assemblies were still in operation centuries later.
