Aryavarta was a kingdom which was directly under Samudragupta. In his Allahabad prashasti, Harishena describes four distinct categories of kings. Harishena describes four different kinds of kings and talks about Samudragupta's behaviour towards them.
1) The kingdoms of the nine kings of Aryavarta were merged into Samudragupta's empire after they were banished.
2) The Kings of Dakshinapatha: Samudragupta subdued twelve regional monarchs and accepted their submission, restoring their authority.
3) The close-knit coalition of neighbouring states, which comprised Assam, coastal Bengal, Nepal, and other gana sanghas in the northwest, paid homage to Samudragupta, followed his instructions, and went to his court.
4) The monarch of Sri Lanka, who submitted to Samudragupta and gave him his daughter in marriage, as well as the Kushana and Shaka-descended rulers of the neighbouring provinces.
