Detailed Solution

The effect of the Non-cooperation movement on the plantation workers in Assam was that they left the plantations and headed home.
According to the Inland Emigration Act of 1859, plantation employees had to get authorisation to leave the tea garden. However, many employees disobeyed the law and authorities as soon as they learned about the Non-Cooperation Movement. Hence, they fled from the plantations without permission and headed to their hometown. The plantation workers thought they would receive lands in their villages under Gandhi Raj. But these plantation labourers were unable to reach home. As a result of a strike that the steamers and railways called, they were left stranded. Thus police officers apprehended the plantation labourers, who were then violently abused.
