The first major test of Indian federalism was the creation of linguistic states.
Hindi is the mother tongue of only 40% of Indians. 21 more languages are recognised as "Scheduled Languages" by the constitution of India. The States also have their own official languages. The imposition of Hindi over non-Hindi states might have divided the country furthermore. After the partition of India, the leaders were not ready to face any more division, so they created Hindi only as the official language and not the national language of the country. This policy served as a shield for the interests of non-Hindi-speaking states and strengthened India's federal system. After the partition, this was the obstacle faced by India in setting up a federal government.
