According to the Inland Emigration Act of 1859, plantation workers were not permitted to leave the tea gardens without permission. Britishers allocated certain places to live for tea planters but they were restricted to move. Britishers confined the planter in a place which was far away from their village and can riot roam freely inside or outside and if popular want to go village then Britisher's permission was required. But when they got to know about Swaraj, thousands of workers left the plantation and went home. They believed that Gandhi would give justice and everyone would get their land in their village.
