The Gramabhojaka served as a police officer or a judge on occasion. Gramabhojaka was very similar to a Vellalar in the villages of South India. The Gramabhojaka hired workers or employed bonded labourers to cultivate the land. Because of these functions performed by the Gramabhojaka, he was considered the most powerful man in the village.
