The main aim of the revolutionaries of Europe was to oppose the monarchical order established after the Vienna congress and the Struggle for liberty and freedom. People of one ancestry should unify under a single authority, according to nationalists. However, many favoured returning to the pre-French Revolutionary order and regarded nationalism as a catalyst for unrest. In the years that followed 1815, many liberal nationalists went underground out of fear of repression. Many European nations saw the emergence of secret societies to train revolutionaries and promote their ideologies. At this time, being a revolutionary meant committing to fight for liberty and freedom while opposing the monarchical structures that had been put in place following the Vienna Congress. Most of these revolutionaries believed that nation-states had to be established for freedom to exist.
