The main intention of the Vienna Congress was to restore monarchies.
Prussia received significant new lands on its western frontiers, and Austria took control of northern Italy. The 39-state German confederation that Napoleon had established was unaffected, nonetheless. In the east, Prussia received a section of Saxony, and Russia received a chunk of Poland. The primary goal was to establish a new, conservative order in Europe by restoring the kingdoms that Napoleon had abolished. Instead, 1815 saw the establishment of conservative autocratic administrations. They actively worked to stifle actions that cast doubt on the legitimacy of authoritarian administrations and did not allow criticism or dissent. This is why restoring monarchies is correct.
