Before 1905, Russia's general public experienced favourable and unfavourable social, economic, and political conditions. Russia had an agricultural population of 85%, which was far higher than France or Germany, where 40–50% of the population was employed in agriculture. The industry did exist, albeit sporadic. Most of this was done behind closed doors. The Revolution of 1905, which Tsar Nicholas II and the monarchy managed to survive, foreshadowed the events of the Russian Revolution of 1917, which occurred twelve years later. With the help of the 1905 Russian Revolution, a populist revolt, Tsar Nicholas II decided to attempt to convert Russia from an autocratic to a constitutional monarchy. The appalling living and working circumstances endangered the Tsarist system. The years leading up to 1905 saw increased unrest manifested in riots, illegal strikes, and protests. To retain his power, the tsar collected money from farmers. As a result of the tax load, riots occasionally occurred.
