The new voting demand that was put forth in 1789 by the third estate in France was that each member had one vote. In the past, voting in the Estates General was done on the basis that each estate only had one vote. Louis XVI resolved to carry out the same procedure in the Estates General assembly of 1789. However, representatives of the third estate insisted that voting now take place in the assembly as a whole, with each member having one vote. It was one of the democratic tenets advanced by intellectuals like Rousseau in his work The Social Contract. But the king turned it down, and the members of the third estate left the assembly in protest.
