Chaudhary Devi Lal promised to waive the loans of farmers and small businessmen. Since Chaudhary Devi Lal believed that the country's economy was heavily reliant on agriculture, he founded the "Nyaya Yudh" movement, which meant the struggle for justice. The movement was a call for justice against the ruling Congress Party in Haryana. The people were unhappy with the Congress Party. He, thus, formed a new party named 'Lok Dal' as a front against the Congress party. He promised to help the farmers and small businessmen in the state by waiving their loans upon winning the state elections. Lok Dal went on to win 76 out of 90 seats in the state assembly, fulfilling his promise upon his election as the Chief Minister of Haryana in 1987.
