The promise that Chaudhari Devi Lal made in the 1987 State Assembly Elections of Haryana was to waive agricultural loans. Haryana had been under the rule of the Congress government since 1982. Under the rule of Congress, the people of Haryana were dissatisfied with the lack of welfare schemes and policies as they reeled under agricultural loans and debt. Thus, Chaudhary Devi Lal led a movement called Nyaya Yudh and founded a new party called Lok Dal. His party and other opposition parties formed a front against the Congress party in the 1987 elections. During the election campaign, Chaudhary Devi Lal promised farmers and small business owners that if his party won the election, his government would cancel their loans. This led to the people of Haryana overwhelmingly voting for Devi Lal and the Lok Dal party.
