Concentration camps were for the detention of civilians seen as real or perceived "enemies of the Reich". They aimed to remove individuals and small, targeted groups of individuals from public spaces and to exploit the forced labour of the prisoner population. This purpose developed out of labour shortages. The main purpose of the early concentration camps during the 1930s was to imprison and intimidate leaders of political, social, and cultural movements whom the Nazis considered a threat to the regime's existence. One of the first of these camps was Dachau, established near Munich in March 1933.
