On March 5, 1931, Mahatma Gandhi made the decision to halt the Civil Disobedience Movement and made a deal with Irwin. In exchange for the government agreeing to release the political prisoners, Gandhi promised to attend a Round Table Conference in London (the Congress had boycotted the first Round Table Conference). Gandhi also advocated for the abolishment of the salt tax.
