The Indian merchants and industrialists wanted protection against imports of foreign goods, they gave financial assistance and refused to buy or sell imported goods and they were apprehensive of the spread of militant activities during the Civil Disobedience Movement. They desired protection from foreign goods imports and a Rupee Sterling foreign currency rate that would deter imports. In 1920, they established the Indian Industrial and Commercial Congress and the Federation of Indian Chambers of Commerce and Industry (FICCI) to organise corporate interests (1927). They provided financial support while forgoing the purchase or sale of foreign items.
