The direction of the magnetic field above the wire if it carries the electric current from east to west is south to north.
According to the right-hand thumb rule, the electric field will be in the shape of a concentric circle with a conductor as the centre. The direction of the magnetic field is perpendicular to the wire. The direction in which the fingers would curl if you wrapped your right hand's fingers around the wire with your thumb pointing in the direction of the current would indicate the direction of the magnetic field.
 So the magnetic field will be from south to north above the wire and north to south below the wire.
