When a ray of light passes from a rarer medium to a denser medium, it bends towards the normal.
If a ray of light travelling in the air (rarer medium) goes into water (denser medium), the angle of refraction is smaller than the angle of incidence. Whenever the light waves are incident on a material of higher refractive index, then the light waves will move slower in that material. Therefore, if light passes from a rarer medium to a denser medium, the rays bend towards the normal.
