Lord Lytton passed the vernacular press act in 1878. The legislation was proposed by Lord Lytton, who served as viceroy of India from 1876 to 1880. Its goal was to stop the local press from criticising British policy, particularly the resistance that had arisen with the start of the Second Anglo-Afghan War (1878–80). The law did not apply to publications in English.
Strong and ongoing demonstrations were launched against it by a variety of Indian citizens. Lord Ripon, Lytton's successor as ruler, revoked the statute in 1881. However, the anger it caused many Indians served as one of the impetus for the nation's burgeoning independence movement. The Indian Association, which was created in 1876 and is usually regarded as one of the forerunners of the Indian National Congress, was one of the act's loudest detractors.
