The Non-cooperation movement was adopted by Congress during the session at Nagpur in 1920. The suggestions initially worried members of Congress. They were reluctant to refrain from the November 1920 council elections. They feared that the movement might incite violence. Finally, a compromise was reached, and the Non-Cooperation Movement was approved at the Congress session in Nagpur in December.
