By 1600 the government started to exploit the peasants.
Each Russian tenant farmer gave a small piece of land so they could grow food for their families independently throughout the 16th century. However, by the middle of the 1600s, the government had gradually eroded these peasants' freedoms. They were exploited as the estate owners' serfs, their human property, to cultivate and harvest cash crops for an enormous profit. Serfs, in the meantime, did not receive payment for their labour. Instead, they were provided with substandard housing, meagre food supplies, and harsh Russian winters. The rebellion was on the horizon; some carried it out entirely, while others covertly fought by working slowly to assure lower crops that reduced profit.
